    GO’s gaping gap, gone

    On Monday, April 10, 2023, GO Transit filled a big hole in Ontario’s intercity transportation web with Route 17, which connects three major urban centres, four universities, and two existing GO Transit rail corridors. On that day, I made my way to Waterloo and rode one of those first buses south towards Hamilton. Nearly a month later, I made a second trip, from Guelph and Downtown Hamilton, on May 5.

    The bus originates at the new University of Waterloo bus terminal, located adjacent to the Ion LRT corridor and on the far east side of the university campus. It then stops in front of Wilfrid Laurier University, on Victoria Street North in Kitchener’s east end, at Guelph Central Station, University of Guelph, the park & ride lot in Aberfoyle, Aldershot Station, McMaster University, and Hamilton GO Centre.

    On the first day, the experience was more interesting than I expected, as the driver, new to the route, missed the turn from the Hanlon Expressway (Highway 6 through Guelph) towards Downtown Guelph. Luckily, dispatchers were able to guide the driver back on route after a short delay, so it only made for a roundabout tour of some of Guelph’s residential neighbourhoods, where GO Transit has certainly not gone before (and probably won’t, ever again).

    Sitting at the top of the front of a double decker bus (so far, I had my choice of seats as the route is still new and not too busy) gave me a view of the traffic congestion in the western Greater Golden Horseshoe. Highway 7 between Kitchener and Guelph is still a two-lane road, without even paved shoulders to make it a bit more cycling friendly. Though there are a few GO trains on the adjacent railway, the service is sporadic and only runs on weekdays. A new four-lane freeway has been planned for decades, with some preliminary work started, but a regular two-way, all-day train service, and more bus links to places like Cambridge, would be even more effective in meeting travel demands in the region.

    Highway 6 south of Highway 401 is also very congested, and a new highway bypass is planned to divert traffic around a two-lane section through Morriston and Puslinch Station. Clearly, there’s a lot of travel demand between Kitchener-Waterloo, Guelph, and Hamilton, but transit options have always been severely limited.

    Thankfully, Metrolinx is upgrading the western portion of the Kitchener Line, with a second platform under construction at Guelph Central Station, and work started on new passing sidings between Kitchener and Georgetown. But it will be several years at least before the upgrades allow for regular, two-way, daily passenger rail, so the bus will have to do.

    In my review of GO’s service changes earlier this month, I argued that Route 17 was trying to do too much with a single bus route. Riding the corridor from end-to-end (albeit on two separate occasions), I could not help but feel frustrated by the southern end of the route, where the GO bus goes east on Highway 403 to connect with Aldershot Station, then backtracks to get to McMaster University, then turns around to get to Downtown Hamilton. I understand that all three destinations are important trip generators (Aldershot allows passengers from Burlington, Oakville, and southern Mississauga to get to Guelph and Waterloo, McMaster University is a reliable trip generator, and Downtown Hamilton is a busy urban hub), but for someone to get between Hamilton and Guelph or Waterloo, it’s a long way out of their way.

    I am hopeful that GO Transit uses the summer down time to see where passengers are going and coming from and make route adjustments or add express runs once classes resume in September.

    A note on Route 21

    Last month, when previewing the new GO Transit changes, I discussed the changes to Route 21 (the Milton Corridor train-bus service), in which most buses were pulled from Union Station, instead diverted to three stations on the Lakeshore Line. Though at the time, I explained that the change made sense given severe traffic delays on the Gardiner Expressway and around the new GO Bus Terminal, it would mean a longer trip, and an unpopular transfer.

    I underestimated the aggravation and anger transit riders had when the new schedules were put into service. The loss of direct GO bus service between Milton and Mississauga along Derry Road is also a new gap that should be re-filled.

    I suggest three changes, though I acknowledge that the continued shortage of train crews and budget issues might make these more difficult:

    • Restore 15-minute rail service on the Lakeshore West corridor. This would at least ensure that transferring Route 21 customers aren’t stranded up to 30 minutes at Oakville, Clarkson, and Port Credit stations. Since GO Transit’s ridership has recovered faster off-peak versus peak periods, the extra capacity will be helpful.
    • Restore all-day, regular bus service on Derry Road between Milton and Meadowvale, perhaps extending to Bramalea Station and/or Highway 407 terminal. This would provide new connections, including the new weekend Kitchener Line trains.
    • Extend more buses between Square One and Kipling Terminal. Though the new Kipling Station bus terminal was a Metrolinx project, only Route 29 (Guelph-Square One-Kipling) uses it. It could then be an alternative to transferring to Union Station for some passengers.

  • Reviewing GO Transit’s big April changes

    On Saturday, April 8, GO Transit will introduce big changes to its rail and bus services. Brampton and Waterloo Region will see the biggest benefits, while a major gap in Ontario’s intercity bus network will finally get filled.

    However, major construction work on the Barrie and Stouffville Lines will require the bustitution of most trains on those two corridors for at least a few months. Most buses serving the Milton Line will no longer operate to or from Union Station, but instead connect with the Lakeshore West Line. Finally, one of GO Transit’s oldest bus routes will finally disappear for good.

    Though the scale of these service changes is truly impressive, there are some drawbacks that hopefully will be addressed in the near future.

    Kitchener Line/Route 30

    As part of the April 2023 changes, GO Transit will finally introduce hourly weekend service on the Kitchener Line between Union Station and Mount Pleasant GO in northwest Brampton. Most Route 31 “train-bus” trips will be cancelled, while Route 33 (Guelph-Brampton-North York) takes over the Guelph via Highway 7 service completely.

    With the exception of weekday counter-peak periods, early mornings, and late evenings (when Route 31 will still operate), Brampton finally has the all-way, two-way, every day train service it has been requesting for decades. Because of schedule constraints, and limited track space, weekend trains will not be stopping at Etobicoke North.

    Route 30, the Bramalea-Kitchener-Waterloo bus, will also operate 7 days a week, with an easy transfer at Bramalea GO Station. This is the fastest and most frequent service between Toronto and Kitchener-Waterloo (private intercity bus service to Kitchener are limited, and they only stop at Sportsworld, near Highway 401), and should help build ridership for future train service expansion.

    Unfortunately, there remains no quick GO bus service between Toronto, Brampton, and Guelph; passengers must still endure the Route 33 milk run on Highway 7 through Georgetown, Acton, and Rockwood. Weekend service on Route 48, the Guelph-Bramalea-Highway 407 route, timed to connect to Kitchener Line trains, could provide this useful link until track capacity is improved west of Bramalea and through Halton Region and Wellington County.

    But finally, Bramalea GO Station, with its new bus loop and easy transfers, fulfills its promise as a useful intermodal transit hub.

    Route 17: where GO Transit has never gone before

    The introduction of GO Transit Route 17 between Kitchener-Waterloo, Guelph, and Hamilton is, in my view, even more significant than the new weekend train service on the Kitchener Line.

    This new bus route is the first time a GO Transit service has gone against its 55-year-old business model of a Toronto-centric system, where all train services converge on Union Station, and all bus services supplement the train corridors or connect to a suburban Toronto terminal. This might even be the most significant GO Transit service change since the first Highway 407/York University bus service began in September 2000. The 407 Corridor, originally a single bus route connecting Oakville, Mississauga Square One, Bramalea, York University, and Markham, has expanded into a multi-branched 24-hour/7-day corridor that now extends to Oshawa, Guelph, and Hamilton.

    Route 17, which will run hourly on weekdays, directly serves four university campuses (University of Waterloo, Wilfrid Laurier University, University of Guelph, and McMaster University), a record for any single bus route in Canada (only the TTC Yonge-University Subway serves as many university campuses in a one-seat ride). It also provides a direct Guelph-Kitchener-Waterloo link (which was only provided by infrequent Greyhound buses before 2020) and replaces former Coach Canada/Megabus routes abandoned prior to or during the COVID-19 pandemic.

    Though Route 17 finally fills several gaps in the Greater Golden Horseshoe, it is, at best, a first good step.

    For one thing, Route 17 is too slow to effectively serve as a great Kitchener-Waterloo/Hamilton connection. The travel time from University of Waterloo to Downtown Hamilton is between two hours and twenty minutes and two hours and thirty minutes. The typical driving time is about one hour. It is more competitive between Guelph and Hamilton, though the route diverts to Aldershot GO Station to connect with the GO Transit Lakeshore West corridor, adding 15-20 minutes of travel time over a direct McMaster/Downtown Toronto routing.

    Finally, there is no weekend service offered at this point, and the new route misses Downtown Kitchener, diverting via the Conestoga Parkway, though a stop at Victoria and Frederick Streets east of downtown provides connections to several GRT bus routes. There is also a need for better connections between Cambridge and Guelph, something that GRT, Wellington County, and Guelph should work together to fix.

    I am hopeful that the new hourly weekday service is attractive to students and commuters, and that ridership grows to a point that GO considers weekend service and either express runs, or a restructuring of the corridor to provide more direct services.

    On Wednesday, March 29, I spoke to Craig Norris on CBC Kitchener’s Morning Edition about new Route 17, weekend service on Route 30 and the implications for Waterloo Region and beyond.

    Untangling Route 21

    Route 21, the Milton GO bus corridor, provides Milton-Mississauga-Toronto service at all times except the weekday peak period direction, when GO operates seven trains between Milton and Union Station. Unfortunately, the busy Milton Corridor is Canadian Pacific’s mainline between Toronto and Chicago. Unlike CN (whose mainline is used by GO’s Kitchener Line between Bramalea and Georgetown), CP has been less amiable to GO service expansion outside the peak period window.

    Because of passenger demand in central Mississauga, Route 21 has traditionally been one of GO Transit’s most complex routes, with ten distinct branches, with service to each station every 15-30 minutes at most times. With increasing traffic into and within Downtown Toronto, especially on summer weekends, Route 21 can be very slow and unreliable, with GO Transit forced to divert its buses on Route 21 and 31 away from its Union Station Bus Terminal to Port Credit GO.

    Though weekend train service on the Kitchener Line solves the problem for Route 31, without access to CP’s tracks, Milton Line passengers must ride buses, which have to go somewhere.

    The solution, then, was to permanently divert Milton Line buses to the Lakeshore West rail corridor. Route 21A will operate between Milton GO Station and Oakville GO Station, serving Sheridan College’s Oakville campus and the 407 Corridor at Trafalgar Road (allowing for new transfers from Milton to Hamilton/McMaster and Mississauga/Pearson Airport). Route 21B will run from Lisgar GO, serving Meadowvale GO, Streetsville GO, and Erin Mills Transitway Station before connecting to trains at Clarkson GO. Route 21C runs between Erindale GO, Square One, Cooksville GO, and Port Credit GO. Only during early mornings and late evenings will Route 21 serve Union Station, making all stops to and from Milton.

    Dixie Station also loses its weekday Route 21 service. The station is not well connected with local transit nor is it in a walkable area, so it is completely dependent on drive-up traffic. That should be fine for commuters who can rely on the regular train schedules, and who don’t need to leave Toronto early or late, but it worth pointing out.

    These changes simplify Route 21, and provide a reliable and predictable, albeit slower, connection to Downtown Toronto. They provide new connections to the busy Highway 407 bus corridor, and allow GO to divert buses and drivers to other services.

    One thing GO can do to improve the utility of its realigned bus service is operate the new branches at all time periods to maximize ridership. For example, Route 21A, while providing new useful links between Milton, the Highway 407 corridor, and Sheridan College, does not run in the peak direction when the Milton Line trains are running, with no southbound buses from Milton to Oakville between 5:03 AM and 9:28 AM. A similar gap exists northbound in the late afternoon on weekdays.

    Other changes

    The Stouffville Line, which enjoys hourly train service seven days a week, goes down to just peak period rail service starting April 8. Work to double-track the corridor through Scarborough has been continuing, albeit slowly, so hopefully the suspension of off-peak trains will help speed up construction. Work to expand the Lakeshore East/Stouffville corridor through Toronto’s east end has also forced train service reductions between Toronto and Oshawa.

    On the Barrie Line, there is similar ongoing work to double track sections of that line continue, including a new viaduct over the CP mainline near Dupont Street. Off-peak trains that normally go as far north as Aurora are being replaced by buses, with limited weekend trains to Allandale Waterfront Station in Barrie continuing in service.

    Route 81, one of the older bus routes in GO Transit’s network, will finally disappear. The bus route, connecting Whitby GO Station, Port Perry, and Beaverton, has seen low ridership, with alternative service provided by Durham Region Transit’s Route 905 to Port Perry and DRT’s rural on-demand service.

    Finally, though they are not amongst the major upcoming changes, GO Transit’s services to Orangeville and Peterborough remain inadequate. Route 37, between Brampton and Orangeville, still does not operate on weekends, nor is there a morning northbound bus from Brampton. Ironically, there is better service leading north from Orangeville towards Shelburne, Dundalk, and Owen Sound operated by Grey County’s rural bus system.

    Meanwhile, Route 88, which connects Oshawa GO Station with Peterborough and Trent University, was diverted several years ago to serve Bowmanville, replacing since-cancelled Route 90. Unfortunately, this results in a long, nearly two-hour bus ride between Oshawa and Trent University, or four hours between Toronto Union Station and Trent. The drive, with moderate traffic, is less than half that. Though Rider Express now operates a bus from Toronto to Ottawa via Peterborough, it only runs once a day, four days a week.

    It would be great if GO Transit could speed up Route 88 to make it a viable and attractive option between Toronto, Durham Region, and Peterborough.

    Finally

    On the whole, I am pleasantly surprised by GO Transit’s April service changes. Weekend service on Route 30 and the new Route 17 between Hamilton, Guelph, and Kitchener-Waterloo close some major gaps in that part of the province. The Route 21 changes make a lot of sense and open up new connections, though many bus passengers will not be happy with the new forced transfer to get to or from Downtown Toronto. Though bustitutions on the Barrie and Stouffville Lines are not ideal, they will allow for important work to improve rail service on those two corridors. Finally, attention to bringing faster and fuller service on some bus routes – like 21A, 37, and 88 will help build a complete transit network across the Greater Golden Horseshoe.

  • The long way to London

    On Friday, May 13, I embarked on a day trip through Southwestern Ontario from Downtown Toronto. I wanted to ride more of Ontario’s new intercommunity transit services and try one of the new intercity bus operators that’s filling the vacuum left by Greyhound’s departure. I started my trip at Union Station, spent some time in Kitchener-Waterloo, then continued on to London, returning home that evening.

    Between Toronto and Kitchener, there are several options. VIA Rail is the fastest and most comfortable ride, but it now only operates one train a day between Toronto and Kitchener.

    GO Transit is the most frequent option, with several weekday trains between Toronto, Brampton, Guelph, and Kitchener, and connecting buses at Bramalea GO Station for Downtown Kitchener and Waterloo. The train and bus trip via Bramalea is just under 2 hours, costing $19.40. (Weekend GO service is much slower, requiring a change of bus at Square One, with a 2 hour, 33 minute ride.)

    The traveler might also choose one of the new private carriers. FlixBus has one daily departure at 7:45 AM from Downtown Toronto (on York Street, south of Union Station), with a second 2:15 PM trip departing Thursdays through Sundays. Though FlixBus is the cheapest option — only $14.24 with tax — it is slightly slower than GO Transit’s direct train or its Bramalea bus connection, as it deals with Downtown Toronto traffic and serves Guelph on its way to Kitchener. Onex Bus also stops at Kitchener on its Toronto-London route, but it stops at the Sportsworld Terminal near Highway 401, requiring a change to Grand River Transit’s buses.

    Because of the flexibility and convenience, I choose GO Transit, switching from train to bus at Bramalea. Because of continuing construction at Bramalea Station, I had trouble finding the bus stop for the Route 30 to Kitchener and University of Waterloo, but once work is complete on the bus loop, the transfer between modes will be quite easy.

    Route 30 is a fast bus route, stopping only at the Meadowvale Business Park in Mississauga, where connections can be made to several other GO Transit bus routes as well as Miway and Brampton Transit. In Kitchener-Waterloo, the GO bus stops at Downtown Kitchener, at Wilfrid Laurier University, and at a new terminal at University of Waterloo. This is in contrast to Route 25 between Square One and University of Waterloo, which exits the highway multiple times to make local stops, and is the only weekend GO service.

    Between Kitchener and London, however, options are much more limited. Though the GO Transit Kitchener Line was recently extended to London, this is limited to one weekday train leaving London at 5:30 AM and returning to London at 8:37 PM. There is just one VIA train between the two cities as well. Onex Bus offers up to five trips daily between Sportsworld and Downtown London.

    The other option is PC Connect, a provincially-funded intercommunity service connecting Stratford and St. Marys with Kitchener-Waterloo and London, as well as towns within Perth County with each other. From Conestoga Mall in Waterloo, I took the 2:50 PC Connect trip to Stratford and St. Marys. At St. Marys, I changed to a connecting bus for Masonville Place Mall in London. Each ride cost $12 cash. Service was friendly and on-time.

    At London, PC Connect stops on Fanshawe Park Road, adjacent to Masonville Place Mall, but a ten-minute walk from the main LTC bus terminal where connections can be made to Western University and Downtown London. (Huron Shores Area Transit, with service to Exeter and Grand Bend, stops on the north side of Fanshawe Park Road).

    With VIA Rail’s service reduced between Windsor, London, and Toronto, the only trip back to Toronto after 5PM (on a Friday, a traditionally busy travel day) was an Onex Bus departure from the downtown VIA Rail station’s parking lot at 9:15 PM to Pearson Airport (the last trip of the evening continues to Bramalea City Centre, rather than Downtown Toronto). The VIA station at least is still open at that hour, with washrooms and an indoor waiting area.

    I expected a coach bus, but instead, the 13 people waiting were greeted with a 15-seater van. Though the seats were relatively comfortable given the size of the van, passengers had to sit in tight spaces and there was no on-board lavatory like those on Greyhound or Coach Canada coaches. The one-way fare was $38.

    Though the van arrived late in London (helpfully, a text was sent out to passengers), the trip to Pearson was uneventful, though it arrived about 30 minutes later than scheduled. I still had an hour’s TTC ride home to look forward to, instead of a 20 minute walk from Union Station or the old Toronto Coach Terminal.

    As a private company operating in the newly deregulated intercity coach market, it made sense for OnexBus to utilize a smaller vehicle to minimize costs (the requirement for online advance booking makes this easier). But it was not up to the standards of legacy carriers such as Ontario Northland or Greyhound.

    As more Ontarians travel and as post-secondary institutions return to full on-site learning in September 2022, it will be interesting to see how intercity transit providers and customers adapt to the new normal. I certainly would look forward to taking the train again once VIA returns to its full schedule.

    How to reimagine our streets during a pandemic

    In an interview with local news station CP24, Mayor John Tory said that the city was considering implementing one-way directional traffic on city sidewalks as part of a response to COVID-19. This idea was considered as a measure to ensure physical distancing on Toronto’s sidewalks.

    The mayor, however, does not support the alternate solution of increasing the amount of road space given to pedestrians and cyclists. With traffic on major routes such as Yonge, Queen, and Bloor reduced, and most businesses closed, it would be easy to provide additional space for pedestrians without causing traffic congestion. According to the mayor, “it could have the unintended effect of attracting more pedestrians to busy areas, something the city is actively trying to discourage right now.”

    That’s ridiculous.

    With businesses closed, no patios to linger at, and no programming (unlike at any other street closure, whether it be Taste of the Danforth, Open Streets, Pride Week, or Buskerfest), pedestrians will not be attracted to linger and crowd sidewalks in dense urban neighbourhoods. However, they will be able to walk to work, get to essential services, exercise the dog, or get some fresh air, without having to dodge other people or sidewalk barriers, such as construction scaffolding.

    Furthermore, enforcing one-way sidewalks — the city’s only other idea — would be extremely difficult to enforce. It would  only increase the distance pedestrians would have to walk to get to work or essential services. It would go against centuries of practice, and it would encourage less-safe midblock crossings. It would be especially cumbersome for seniors and pedestrians with disabilities. 

    While Toronto continues to do nothing to protect vulnerable road users during a pandemic, other cities — including Montreal, New York, Vancouver, Denver, and Oakland— have closed entire roads to better serve pedestrians and cyclists in parks and dense urban areas. Closer to home, Kitchener and Brampton have also taken steps to to assist active transportation during this unprecedented time.

    A decade ago, King Street in Downtown Kitchener was reconstructed with new lighting, street furniture, trees, and a rolled curb separating the narrow street with sidewalk and street parking and loading areas, which were separated from the pedestrian area by removable bollards. As a response to COVID-19, most of the parking spots were blocked off, with the bollards moved towards the roadways, quickly and easily expanding the pedestrian zone. With new residential development in Downtown Kitchener, several portions of the regular sidewalk were covered with scaffolding. The widened pedestrian clearway made it easy and safe to get around the barriers, allowing pedestrians to practice physical distancing.

    Meanwhile, in Brampton, where sidewalk crowding isn’t usually a problem, the city government went ahead with a plan to close the right lanes of Howden Boulevard and Vodden Street — four-lane collector roads through residential areas — to install temporary bike lanes. This will provide a five-kilometre bikeway across the city between Etobicoke Creek and Chinguacousy Park, crossing Highway 410 at a safe location.

    Installing temporary lanes makes it easier in the future to make the lanes permanent — Vodden and Howden could use road diets after all — which could connect three north-south ravine paths and connect Downtown Brampton with Bramalea City Centre. City Council — including Mayor Patrick Brown — is committed to improving the city’s rather poor active transportation infrastructure.

    While Toronto continues to drag its heels on providing safe spaces for its residents to walk and bike while being physically distant, its peer cities — and even one of its suburbs, are leading. One can only speculate about the reasoning behind Mayor Tory’s reluctance to do more.

  • Ontario’s new ride: ION LRT opens in Kitchener-Waterloo

    On June 21, 2019, Ontario’s first modern light rail transit (LRT) system opened to the public. The launch of ION in Kitchener-Waterloo represents an important milestone for both the region and for the province as a whole: additional light rail systems in Ottawa and Toronto will open in the next few years, while other systems are planned for Hamilton and Mississauga-Brampton.

    There are several things that make ION particularly remarkable.

    Kitchener-Waterloo’s population is much smaller than other cities that have adopted rail transit in Canada and the United States. In 2016, the combined population of the cities of Kitchener and Waterloo was less than 350,000, making Kitchener-Waterloo the smallest urban area in North America to boast such a system (Waterloo Region, which also includes the City of Cambridge and three rural townships, has a population of nearly 550,000). Kitchener and Waterloo were connected by streetcar until 1946, then by a trolley bus until 1973. Kitchener Transit, then Grand River Transit (GRT) continued to serve the two cities.

    Despite the small population, LRT makes sense here, as many of the region’s trip generators line up along a single corridor, including Downtown Kitchener, Uptown Waterloo, the University of Waterloo, several high schools, and the main hospital. It is also within walking distance of Wilfrid Laurier University. ION is also fully integrated with the connecting bus system, which was re-organized in conjunction with the opening of the new LRT to provide more direct routing and better connect with the rail service.

    By operating on dedicated corridors and alongside regular traffic, the ION route also demonstrates the flexibility unique to light rail systems. Where it runs on private rights of way, crossings are protected by railway-style lights, bells, and gates. Where it operates in reserved lanes at street level, there are dedicated signals and transit priority at most intersections. This isn’t just a streetcar.

    Torontonians may be forgiven for confusing LRT with traditional streetcars; ION uses Bombardier-built light rail vehicles similar to Toronto’s new low-floor streetcars, and the TTC has marketed streetcars on Spadina Avenue, Queen’s Quay, and St. Clair Avenue as “streetcar rapid transit” before. The difference, though, is that ION LRT stops are spaced further apart than local streetcar stops in Toronto, they take advantage of signal priority, and they partially run off-street.

    LRT, of course, fills a wide spectrum. At its slowest and simplest is the typical streetcar, such as Toronto’s legacy street railway, or some of the new streetcars being built in the United States, such as Detroit’s QLine or the Atlanta Streetcar. Streetcars in private right-of-ways, such as on Spadina or St. Clair Avenues in Toronto, provide additional reliability and speed. On the other end are metro-style LRT systems completely separated from traffic, often featuring tunnels or elevated structures. Ottawa’s Confederation Line, once it finally opens, will be an example of LRT built to the highest standards. The Ctrain in Calgary comes close to this standard as well, though trains are forced to crawl through downtown on a congested Seventh Avenue transit mall.

    I had the opportunity to ride ION twice in the opening week: the first time, on Monday June 24 (on the way home from a weekend in Stratford) and again with a few friends on Saturday June 29. Trains were consistently packed; GRT reported that over 73,000 passengers rode the LRT during opening weekend.

    Operations were not yet perfected. On Saturday June 29, there were noticeable gaps in service, with workers doing switch repairs at the northern terminal at Conestoga Mall. This caused long waits at the northern end of the line. The automatic train control system was disabled, reducing speeds along sections of track where operators had to operate by line-of-sight.

    The schedules could also be a little faster, with reduced station dwell times. Trains must also crawl through tight corners in Downtown Kitchener, Uptown Waterloo, and at Haywood Avenue. But it was nice to see transit priority working: trains ran through many intersections without having to stop, and speeds were impressive (up to 70 kilometres per hour) on the off-road sections of track.

    Along the entire corridor, travel times have improved only slightly over the old express bus, the Route 200 iXpress. Between Conestoga and Fairview Park terminals, the scheduled bus time ranged from 45 to 59 minutes, depending on the time of day. The LRT has a consistent 43-minute scheduled travel time between the two terminals. But it still promises to be more reliable.

    The greatest improvements in travel time are between University of Waterloo and Conestoga Mall, Uptown Waterloo, and Downtown Kitchener, where travel times have been reduced by 5-7 minutes.

    A promised second phase will extend ION LRT south to Cambridge. For now, an express bus serves the planned corridor.

    There is certainly room for improvement,  though these at least can be made slowly and incrementally. Hopefully, as passengers and drivers get more used to LRT operations, travel times can be tightened up a bit. But the system will be successful if it attracts more riders (without turning away existing passengers with overcrowding or longer travel times due to transfers from buses), and encourages higher-density, transit-oriented development along the route.

    I will return to Kitchener-Waterloo later this summer once ION is “broken in” and the novelty wears out. Offering free fares during the opening week was a nice way to encourage residents to check out the new service, but overcrowding and inexperience were problems.

    I am hopeful that ION helps to change local attitudes towards light rail and encourages other mid-sized cities and suburban municipalities to follow Waterloo Region’s example.

  • Mind the gap: as Waterloo’s light rail line opens, other connections close

    ION LRT service will finally commence Friday June 21

    Early in 2019, I had the opportunity to take a trip on Wroute, a new service that connected Guelph, Kitchener, and Burlington. Wroute was an interesting concept, a privately-operated option with characteristics of a bus service, a taxi company, and ride-hailing app. With a fleet of Tesla Model X electric SUVs, Wroute tried to fill a gap left by GO Transit and other intercity transportation operators in the Guelph-Kitchener/Waterloo-Hamilton Triangle. Unfortunately, Wroute ended operations on Thursday May 2.

    As I wrote in my article for TVO, fares were too high for a regular commuter, costing $20 for a single ride between Guelph and Kitchener, and $28 between Guelph and Aldershot, more than double the equivalent GO Transit fares.

    When Waterloo Region celebrates the opening of the ION LRT on June 21, the bus system in Kitchener-Waterloo will be restructured to better connect with the corridor. Despite the improvements within Waterloo Region, links are still needed to surrounding communities. Hamilton and Guelph remain largely disconnected. With a growing employment base in Kitchener-Waterloo, as well large university and college campuses in all four city-regions, filling the gap is more important than ever.

    Hopefully this will come done soon.

     

     

  • Filling the gap in Southwestern Ontario

    I spoke with two Kitchener residents — James Bow, author and webmaster of Transit Toronto, and Brian Doucet, Canada Research Chair in cities planning at the University of Waterloo — to find out what the region really needs.

  • Ontario’s failed downtown malls

    Bayside Mall, formerly the Sarnia Eaton Centre, on a Saturday morning in 2013. Most stores are vacant or occupied by non-profits or independent businesses.

    The Toronto Eaton Centre, large, famous, and vital, is only one of many malls built in the downtown cores of Ontario cities between the 1960s and 1990s. From Thunder Bay to Cornwall, the construction of new enclosed shopping centres were seen as a necessary tool to keep the old city centres vibrant and relevant in the face of competition from new suburban malls. But only in the province’s two largest cities did the concept work. Elsewhere, these urban shopping complexes were left largely vacant within ten years of opening, when leases expired. When the Eaton’s department chain went bankrupt in 1997, huge voids were left behind that developers and municipalities struggled to fill.

    The Toronto Eaton Centre was opened in two phases between 1977 and 1979. It added hundreds of shops and new office space to Downtown Toronto, anchored by a new Eaton’s flagship and was connected to the Simpson’s store across Queen Street. Today, the Eaton Centre is Canada’s second largest mall (including the Hudson’s Bay/Saks Fifth Avenue building) and the Toronto region’s second most productive shopping centre in terms of sales per square metre. In Ottawa, the downtown Rideau Centre, opened in 1983, is the busiest and most productive mall in that region (Retail Council of Canada, 2016).

    But elsewhere in Ontario, downtown malls — mostly built with municipal and/or provincial government support — have been, without exception, commercial and urban development failures. Not only did they suffer from high vacancy rates, they helped to wreck the downtown cores they are located in rather than foster the economic revitalization they once promised.

  • A need for high-speed rail reality (Updated)

    Today, Premier Kathleen Wynne announced the commencement of an Environmental Assessment on bringing high-speed rail to Southwestern Ontario, connecting Toronto and Pearson Airport with Guelph, Kitchener, and London, with Phase II continuing to Windsor, with a potential stop in Chatham.

    Former federal Transport Minister David Collenette was assigned to write a report on building the corridor; it is now public on the Ministry of Transportation’s website. It proposes operating speeds up to 250 km/h, making it a true high speed line (though slower than many lines in Europe and East Asia, which have cruising speeds between 270 and 320 km/h). The estimated cost of the project is estimated to be $21-billion, reducing travel times from Toronto to Windsor to a mere two hours.

    An option for a 300 km/h HSR service was studied, but found to be even more expensive, requiring more dedicated tracks. The 250 km/h option will allow it to use most of the existing Toronto-London and London-Windsor corridors.

    For southwestern Ontario, high speed rail could be a boon. Kitchener-Waterloo is a major educational and technological hub; faster and more frequent rail service will benefit university students, tech workers, and other commuters, perhaps those priced out of the Toronto housing market. London’s economy has taken some hits in recent years, so bringing it within commuting distance to Toronto and K-W gives residents there more options.

    Between Toronto and Kitchener, the report assumes two off-peak HSR trains an hour, and one GO train every hour, making local stops. It also assumes that GO RER service will continue to terminate at Bramalea, a poor location to terminate regional rail services; Downtown Brampton is one stop away. Building the “missing link” along Highway 407 will allow many more trains to pass through Downtown Brampton, which would allow for local RER trains to be extended to west Brampton, at Mount Pleasant GO. It would be a shame if the HSR plans (which, in principle, I support) pushed aside regional and local needs.

    Statford and St. Marys, which are only served by VIA trains (and no intercity coach service) will also have to be considered, as they will be bypassed by HSR. As well, towns and cities elsewhere in southwest Ontario, such as Simcoe, Tillsonburg, Wallaceburg, and St. Thomas, have no bus or rail access. For less than the $15 million pledged for the HSR EA, the province could fund several years’ worth of basic intercity bus service to connect these communities together.

    Unless assumptions change, Brampton residents will see twice as many trains speed by their downtown core than stop, which I think is unfortunate. In the original post below, I was worried that high speed rail dreams would distract from more immediate needs. I’m now afraid that I was right.

    When have I heard this one before?

    According to CTV News, the provincial government is looking to build a new high-speed rail line between Toronto, Kitchener, and London. The new plan, to be announced next month, is based on the work of former federal Transport Minister David Collenette.

    During his time as Transport Minister under Prime Minister Jean Chretien, Collenette backed incremental VIA Rail improvements, as well as VIA-FAST, a higher-speed train service between Toronto, Ottawa, and Montreal. Those proposed improvements were cancelled when Paul Martin became prime minister; currently VIA is pushing for a revised version of that previous plan. Collenette also pushed hard for a rail link between Toronto Pearson International Airport and Union Station, a fundamentally flawed proposal known as “Blue 22.” That airport rail link proposal was later relaunched as a provincial project and opened as UP Express in 2015.

    Ontario Transportation Minister Steven Del Duca was not especially clear about the plans for such as high-speed rail service, saying “…there are multiple definitions for high-speed rail depending on what you’re looking at.” Del Duca cited “geographical limitations,” while hoping that the federal government would contribute funds towards the project.

    Interestingly, only a week ago, Deputy Minister Deb Matthews (and London MPP) was downplaying the province’s plans, saying the province only promised to study, but not necessarily build, the high-speed rail corridor.

    I worry that high-speed rail is a distraction. In Canada, we have an abysmal record of proposing high-speed rail projects, but never following through. Even VIA’s less ambitious plan for dedicated tracks and new equipment to provide more frequent and reliable service, with somewhat faster travel times, is not yet secure.

    There is already a Toronto-Kitchener-London service; two VIA trains operate daily in each direction along the entire route, while GO Transit operates more frequent weekday trains to Brampton and four weekday round trips to Kitchener. Before the 1990 Brian Mulroney-era VIA cuts, there were five round trips on this line. In the 1980s, the fastest VIA train between Toronto, Kitchener, and London took 3 hours, 2 minutes; today, the fastest train is 3 hours, 22 minutes.

    All that I want for the Toronto-Kitchener-London corridor in the short-to-medium term is the same as what VIA is proposing between Toronto and Montreal:

    • Dedicated tracks. On the Toronto-Kitchener-London corridor, this means building a new rail corridor, known as “The Missing Link” for freight trains between Halwest (near Bramalea GO Station) and Milton. This new route would divert Canadian National (CN) freight trains that currently pass through Brampton and Georgetown on the Toronto-Chicago mainline. Potentially, Canadian Pacific (CP) trains passing through Toronto and Mississauga could also be diverted, freeing up capacity on GO Transit’s Milton Line. CN freight traffic limits the frequency and speed of GO Transit rail service to Brampton and Kitchener; moving the through freight trains would allow for frequent, electrified, GO RER service beyond Bramalea, as currently proposed. CN is interested in partnering with the province to build this link; CP has not expressed interest.Ibi Missing Link map.jpg

    • Rail improvements. Between Georgetown and Kitchener, the railway is owned by Metrolinx, and hosts four weekday GO Transit trains in each direction, two daily VIA trains in each direction, and several Goderich-Exeter Railway (GEXR) freight trains. Track is in good shape, but has several slow sections, including a two-kilometre section west of Guelph Central Station where trains crawl at 10 miles an hour (16 km/h).

      Improving rail speeds in central Guelph will be expensive, especially where the railway runs in the middle of residential Kent Street, but it will be worth it.
      Beyond Kitchener, the track is leased and maintained by GEXR, which has allowed the rails to deteriorate. Slow speeds are acceptable by a no-frills short line freight operator, determined to minimize maintenance costs, but not so for passenger rail. VIA trains are consistently late because of the condition of track, especially between Stratford and London. Purchasing the track, installing welded rail, and improving grade crossings will substantially improve reliability and speeds on this corridor.Incremental improvements, such as grade separations, improved signalling, and new passing tracks, would permit frequent, reliable, and faster rail service.
    • A new train fleet. Via Rail’s coaches are nearing the end of their useful lives; among the rolling stock used on the Toronto-Kitchener-London service are HEP-I and HEP-II coaches built in the 1950s and refurbished several times since. GO Transit’s commuter coaches are acceptable for shorter trips, but are uncomfortable for long-distance travel. With the completion of the “Missing Link” and the acquisition of the Kitchener-London rails, it would be possible to electrify the entire corridor. Electric trains benefit from faster acceleration times, especially electric multiple units.

    Some of these improvements can be started within the next year, before the 2018 provincial election. If the province wants to show that it’s serious about providing effective rail service to Kitchener and London, there’s no need for another high-speed rail study. Simply continue the work on the “Missing Link,” plan for GO RER to continue west of Bramalea GO, improve the existing rail infrastructure, and acquire the optimal fleet for medium-distance rail services. Once that is complete, planning for even higher speeds, possibly with a new purpose-built alignment, should begin.

    Canadians have been teased with high-speed rail proposals that never get anywhere, meanwhile existing rail infrastructure is neglected and intercity services are cut. It’s time to get moving with a sensible plan that can start right now.

  • To Stratford by Train

    On Thanksgiving weekend, my partner and I made the trip out to Stratford to get away from Toronto for two days and see two shows: Macbeth and The Hypochondriac. Both plays were excellent, and we had a lovely time strolling through Stratford’s downtown and parks as well. We took the train to Stratford, unfortunately it’s not a very convenient option for festival goers, nor for anyone visiting Stratford or for those who live there.
